At the regularly scheduled meeting of the Board of Directors of Haskell Hospital District in Haskell County, Texas, to be held on Tuesday, March 24, 2026, at 6:00 p.m. in the Board Meeting Room located at Haskell Memorial Hospital, 1 Avenue N, Haskell, Texas, the Haskell Hospital Board of Directors will consider approval of the terms of a tax abatement agreement with Grasshopper Solar, LLC. The public is invited to attend and speak and present evidence for and against the proposed tax abatement agreement.
Grasshopper Solar, LLC is proposing to construct a solar-powered electric generating facility which will have the capacity to generate approximately 300 megawatts of electrical power at a cost of approximately $307,000,000 and to be located within the Haskell County Reinvestment Zone–Grasshopper, which is a reinvestment zone created by the Haskell County Commissioners on June 22, 2021, on approximately 9,678 acres of land located in northeastern Haskell County. A map and legal description of the Haskell County Reinvestment Zone–Grasshopper are available for viewing at the office of County Judge Kenny Thompson, second floor, Haskell County Courthouse, 1 Avenue D, Haskell County, Texas.
The improvements which will be subject to the abatement agreement include buildings and structures, fixtures, and other tangible personal property, including fixed machinery, equipment, and process units which may consist of one or more electrical substations; underground and overhead electrical distribution and transmission facilities; solar panels; solar measurement equipment; foundations, pads, footings, mounting structures, supports, trackers; transformers; appurtenant electrical equipment; communications cable; data collection facilities; but excluding battery storage facilities.
The proposed tax abatement provides that it is not to go into effect unless Grasshopper Solar, LLC constructs at least 250 megawatts of solar-generated electrical capacity within the reinvestment zone. If Grasshopper Solar, LLC complies with those and other enumerated requirements, Grasshopper Solar, LLC will be entitled to a 100% abatement of all portions of the hospital ad valorem property taxes and instead pay in lieu of such ad valorem taxes the amount of $200 per megawatt per year of the installed capacity of the Grasshopper Solar, LLC project, but in no event less than 250 megawatts, for the ten-year term of the tax abatement agreement.
